Questions about multitier before I buy

I am looking for an affiliate tracking system that, along with Joomla, allows me to do the following;

1> Have multiple levels of members; free, paid, and 'affiliates'
2> Pay affiliates monthly for each paid/affiliate member they have recruited

Really, it is that simple. I don't need to pay per click, pay for traffic, track sales of anything, etc.

As an example, if affiliate 'bob' recruits a new member, 'john' and a new affiliate 'sam', as long as 'bob' is a paying member and as long as 'sam' is a paying affiliate, bob recieves a monthly commision for them.

I have no idea what the prices will be as of yet, but here's an example with dollar amounts;

If a paid membership is $10 per month, and an affiliate membership is $20 per month, I would pay affiliates $1.00 and $2.00 per month for each member or affiliate (respectively) they recruit. Somewhat like a multi-level marketing system, except I do not want and 'downlines' or paying/keeping track of anything beyond direct recruits.

So if bob recruits john as a paying member, as long as john remains a paying member, bob gets $1.00 per month for him. And if he recruits sam as another affiliate, he is paid $2.00 per month for sam, as long as sam is a paying affiliate. It doesn't matter to bob if sam actually ever recruits anyone, bob doesn't get paid anything for that.

Now - having given a fairly detailed explanation of what I need, can multitier do this for me without significant modification?

This can be accomplished as a custom project only and we don't have too much time in this period. We are too busy with our current and future components development.

Hi guys I'm facing a similar problem I seriously thinks that this is e right extension for my site but I really really need the ability to offer a recurring monthly affiliate commission payment for my affiliate if their referrals stays as a paid members of my site monthly which is to say if "Ben" recommend a referral "Tom" n "Jim" , Ben will get paid 20% from Tom n 20% form Jim as long as both Tom n Jim stays as a paid members in my sites monthly.
